Just about every development tool these days promises rapid development. Excel can truly deliver it. One reason, as I talked about already, is that you are building on top of Excel with all of Excel's functionality already there for your use. You do not have to worry about writing code for input, output, to support printing, and so on.
Another reason is that the code you write will be using Visual Basic. Visual Basic was originally developed specifically for rapid application development. It is a proven language in this regard.
